    District Councillor, N Reader.

    Clerk

    7 Members of the public.

    Welcome and Apologies

    4.0          Public Session

4.1          There were seven members of the public present. The public raised concerns about the planning application, Lake and Orchard Care Centre, Riccall Lane, 2022/1465/FULM.  In summary, residents oppose the application due to lack of affordable housing in the proposals, lack of sustainable transport links, existing power and sewage capabilities, flood risks, safety of access, including transport and pedestrian safety, concerns regarding existing wildlife and a suitably sized space for a green within the proposed development.  There were also objections to the proposal to raise the height of the new properties as this was felt that it would overshadow existing properties adjacent to the site.

    1. i) County Councillor – None.
    2. ii) District Councillor – Confirmation of funds for Cricket Club.

iii)           NY Police - no report.

    6              Defibrillator update

Cllr Drayton summarised that the defibrillator was bought and installed in 2018, with monies left over from the Kelfield Feast.  It is owned by the Parish Council, with electricity paid for by the Kelfield Village Institute.

Initially the defib was ‘controlled’ by Yorkshire Ambulance. In June 2021 this responsibility was passed to The Circuit, a function of the British Heart Foundation.

As part of the regular checking process to ensure the availability of the defib it is necessary to log in to The Circuit to record that the monthly check has been completed and confirm that it is available for use.  To that end it is necessary for there to be a Guardian for the unit.

For the last 5 years the Guardian has been Harvey Kemp. This function has temporarily been passed to Cllr Nigel Drayton until a new Guardian can be recruited.  A replacement guardian will be advertised by Facebook and the parish magazine.  Cllr Drayton will then be the deputy for the monthly checks.

The defib pads themselves have a 5 year life and will expire 1t February 2026.  If 999 is called then Yorkshire Ambulance Control will supply the door code to the caller.

It was proposed that the replacement pads will be bought by the Guardian, deputy or clerk if the pads are used (they are operational for one use only).

    7              Funding

7.1          NYCC Grant Application for community seating – Cllr Little to get costs for a recycled plastic bench or suitable alternative.

7.2          SDC Community Funding for the Cricket Club as confirmed at Item 5ii.

    8              Equipment Audit at KVI

Cllr Bell carried out the audit in January 2023 and will buy replacement first aid kits.  Cost to be reimbursed by the Community Resilience Group.

    4.0       Public Session

4.1       Members of the public were invited to speak - objections were raised about the proposed Heronby site, as it is felt that it would destroy the rural nature and character of the district and it would have traffic consequences not only for the A19 to York and Selby but also the B1222 (and through Kelfield as an alternative route to/from Cawood, Sherburn and Leeds).  It is felt that other brownfield sites with existing local transport links are more suited to the development.  A request was made for Kelfield Parish Council consider these objections and join the 'Halt Heronby” campaign to help stop this development.

    7          Cricket Club

    7.1       Cricket Club development Plans

The Cricket Club has moved up a league and has been required to install a generator and score box.  To house the new generator, the Cricket Club would either like to install a lean too structure to the exiting pavilion or install a 20ft container.  As the container was the preferred longer term option, Cllr Reader invited the Cricket Club to apply for Community Funding to part fund the purchase.  Proof of funds to cover the remaining costs would be required, along with the benefit to the community.  If the application is successful, the funds would need to be spent by 31 March 2023.

7.2       Review of Cricket Club Tenancy Agreement

It was agreed to renew the agreement for a further three years at £160 rental charge per annum, with affect from 1 April 2023.  The agreement will be signed by Cllr Bell and the Cricket Club.

Secured funding by Kelfield Parish Council in 2020/21 for road safety improvements (AJ1 Funding £1,000 and the NYCC Cllr Musgrave’s locality budget (£850) has not yet been spent as only a few of the works have been carried out due to delays at NYCC.  These works are expected to be carried out in 2022/23.

The Parish Council continues to support the local community and organisations by giving financial support on both a regular and on-request basis.  The following groups have all benefitted during the past year; Stillingfleet PCC, ENS benefice and SDC’s Chairman’s Charity.  Kelfield Parish Council, together with other Local Parishes and groups continue to pledge their financial support for the No 42S Saturday bus service and the No 42S Sunday service although the service was suspended due to flooding and the covid pandemic.  The Saturday service resumed on 30 April 2022 and it has one year to prove there is support for its continuation.

During the year, one councillor retired from the parish council and I would like to thank them for their contribution.

I would like to thank members of the public who participate either before-hand or at the start of the meetings providing councillors with an insight on what is important to village residents.

I would thank the clerk and all councillors for their work over the past year.

4.0          To receive the Council’s observations on its finances for the year 2020-21

The council carried over a balance of £4,269.23 from the previous year with receipts of £6,778.78 payments of £7,042.66, leaving a balance of £4,005.35 at 31 March 2022.

The precept for 2021-22 was £5,500.00

General administration costs were £1,536.90 and together with staff costs of £2,373.12 this totalled £3,910.02 an increase of £455.76 on last year.

Section 137 payments amounted to £367.00 which included a £300 grant to Stillingfleet PCC to help with the upkeep of the cemetery. Other payments included a large decrease for electricity supply by moving electricity supplier and lighting repairs and replacements. VAT on payments amounted to £381.42 which is recoverable from HMRC.

Having budgeted for a precept of £5,500 the Council spent £7042.66.  This payment was mostly offset by income received from rents/interest/wayleaves/support grant, but did lead to a net decrease in the carry forward figure for this year of £263.88, a trend that we are seeing year on year, although it is less for 2021/22 due to the electricity and maintenance savings. This net decreased is expected to be much larger in 2022/23 due to the global increases on electricity prices. It should however, be noted that £1,850 of the carry forward is for the road safety project improvements.                                                                                                                                                                                       421A

The precept for 2022-23 is £6,000.00 which is £500.00 more than 2021-22.  This represents an annual rate levy of £35.04 per band D property in the Parish, representing a 9% increase from 2021-22.

    5.0          Resolutions

    There were no written resolutions.

    6.0          Questions

There were no questions from parishioners.

The Chairman closed the meeting at 7.36pm.

District Councillor, N Reader. The Clerk.

    4.0          Public Session

4.1          Five members of the public attended the meeting to raise concerns over the possible use of the green space at Coney Hill/Moor End for a playground. Concerns included privacy, access, safeguarding, parking, pollution, environmental concerns, flooding, ongoing maintenance costs and village demand for such a facility. Concerns were also summarised in three letters received from members of the public (in attendance).

4.2          After a public request to look into the feasibility of a playground for pre-school aged children, the parish council tried to identify any additional pieces of land as potential sites for a small playground, as well as considering the areas of land it owns and any other public spaces. In addition, the parish council also encouraged residents to suggest any private land that could be considered, but no suggestions were received. There are additional pockets of land apparently not farmed, owned by people no longer living in the village but as there was a cost to identification of owners through land registry search, it was agreed to look at those pieces of land with identified ownership first. Land initially being considered includes only a limited number of locations; the landing, the village green, the cricket field and the Coney Hill/Moor End green space.

4.3          Having taken on board the views at the meeting, the parish council has agreed to revisit the official requirements for positioning a playground before any further action is taken.
